SEC lawyer David Blass has been announced as the new general counsel for The Investment Company Institute. He will begin as general counsel for the company in September, and will replaced Dorothy Donohue, who has been acting as the group's general counsel since February. Mr Blass has held his position at the SEC since 2011, where he gives legal and policy advice on rules concerning securities markets and broker-deals.
 
Citizens Financial Group has appointed Stephen Gannon as its new general counsel and chief legal officer, effective 11 August. Mr Gannon was the former general counsel for Capital One Financial Corporation, and before that worked as general counsel for Wachovia Securities' retail brokerag group as a securities lawyer. He has also previously served as a branch chief and staff attorney with the US Securities Exchange Commission and has participated in financial industry organisations like SIFMA, the Financial Services Roundtable and The Clearing House Association.
 
McGraw Hill Financial has chosen Lucy Fato to serve as executive vice president and general counsel. Ms Fato, a top corporate lawyer at Marsh &McLennan Companies, is filling the position after Kenneth Vittor, who is retiring. Ms Fato previously served as Marsh & McLennan's vice president, deputy general counsel and corporate secretary since 2005. Before this, she was a partner at Davis Polk & Wardwell LLP.
 
Scott Blickenstaff has been hired as the new general counsel and secretary for The Amalgamated Sugar Company LLC and Snake River Sugar Company, from16 July. Prior to working at The Amalgamated Sugar Company, Mr Blickenstaff served as an associate general counsel for Boise Inc, and prior to that, Orrick, Herrington & Sutcliffe where he was a partner.
 
Och-Ziff Capital Management has hired securities lawyer David Becker as its new chief legal and chief compliance officer to replace Jeff Blockinger, who is leaving the firm. Mr Becker is joining the frim from Cleary Gottlieb Steen & Hamilton, where he was a partner. He has also worked as general counsel for the US Securities and Exchange Commission. He began at Och-Ziff on Monday.
