Lovely Dasgupta added that there should be a national debate on the issue, reports News Track India.
Doping commission
According to the report, India has 52 athletes on the International Association of Athletics Federation's banned list - the highest number of athletes on the list. Russia has 32 athletes on the list, the US has 10 and Great Britain four.
Mr Dasgupta said India must change its approach to doping, adding that unlike other countries a commission can not be instantly set up to look into an issue.
Government jobs
The lawyer claimed that coaches put pressure on athletes, who sometimes consume banned substances unknowingly. He also alleged that athletes are threatened with losing their place in the team if they do not comply with the wishes of their coaches.
Gaining a place on the national team is of vital importance to athletes as the exposure at state and national level often means that they will receive a government job.
According to Mr Dasgupta, a government job is the only incentive for many Indian athletes to compete in their sport.
