Tracey Arpen left the GC's office in Jacksonville, Florida in 2008. He is now working with Scenic Jacksonville, an organisation which is challenging the city in a lawsuit over its policy on digital billboards. The city's motion for his disqualification says: 'To the extent Mr. Arpen disagreed with the city’s legal or policy positions regarding billboards, as the city’s former lawyer for such matters, his only appropriate course was to bring this attention to his former client, and only his former client.'
